Recreate the matchup, then test the counter

Division Lab is built for a specific Hearts of Iron IV matchup: your division against the division you actually expect to fight. Counter Analysis then tests focused structural changes against that exact target instead of recommending one universal template.

What Division Lab compares

Build the attacker and defender, then set the battlefield assumptions you want to examine. The planner puts armor and piercing thresholds, hardness, soft and hard attack, defense or breakthrough, organization, combat width, terrain effects and equipment assumptions in the same comparison so one headline stat does not hide the interaction that drove the result.

What Counter Analysis changes

Counter Analysis searches practical battalion, support-company and tank-design changes against the selected opponent. Recommendations are separated into raw performance, value, smallest change and distinct alternatives where appropriate. A recommendation does not need to cross an arbitrary win-rate threshold; it needs to produce a meaningful modeled improvement against the target.

Combat gain is not the whole answer

The counter view also estimates the incremental equipment IC and production burden of the suggested change. If the recommendation exceeds spare military-factory capacity or creates a strategic-resource shortfall under the current production scenario, the planner surfaces that tradeoff instead of treating combat strength as free.

How to use the result

Start by matching the opponent as closely as your scenario requires. Change one major assumption at a time, compare the result, and use the explanation panel to identify why the matchup moved. Then use Division Gauntlet when you want to know whether the improved design remains robust outside that one target.

Accuracy boundary

HOI4 War Planner separates game-file exact values from executable-inferred behavior and planner-analytical scoring. It is designed for reproducible theorycrafting and comparison; it does not claim bit-for-bit parity with hoi4.exe. The current evidence boundary is documented on the methodology page.
