HOI4 War Planner

HOI4 War Planner is an independent, fan-made theorycrafting and analysis tool for Hearts of Iron IV. The current public release is planner version 0.16.0, built around a vanilla 1.19.2 data baseline.

Why it exists

Hearts of Iron IV exposes a large number of interacting choices: division composition, equipment design, doctrine, industry, terrain and opposing force assumptions. The planner brings those choices into one place so a player can compare alternatives before committing to a campaign plan.

The goal is not to replace the game or claim hidden-engine knowledge. The goal is to make assumptions visible, keep comparisons reproducible and show where a result comes from.

What the site includes

The public tool includes a five-column Division Lab, Tank Designer, Air Lab, technology and doctrine assumptions, Military Industrial Organization effects, terrain and uncertainty analysis, production planning and Division Gauntlet.

Quick Gauntlet samples roughly 500 opponent designs. Full Gauntlet evaluates 10,000 deterministic opponents across eight terrain types in both combat roles for 160,000 matchup checks.

Data and transparency

The project separates direct game-file data from inferred behavior and planner-created analytical layers. Exact values are only labeled exact when the retained 1.19.2 files support that claim. Areas that depend on executable-only behavior remain bounded and labeled.

Privacy and independence

The planner works without an account and stores planner state locally in the browser. It is not affiliated with or endorsed by Paradox Interactive. Advertising integration is kept separate from planner logic and remains disabled while the site is being reviewed for policy compliance.

The project is actively maintained. Bug reports and feature requests can be submitted through the public GitHub issue tracker linked from the site footer.
